Noe Munoz

Noe Munoz serves as Senior Vice President and Regional Manager of the West Bay Area Region. Noe joined Citizens Business Bank in 2026 following the merger with Heritage Bank of Commerce. Prior to the merger, Noe served as Senior Vice President and San Jose Market President for Heritage Bank of Commerce, leading one of their largest deposit and lending teams. He brings more than 20 years of financial experience to his role, with a background spanning Commercial Lending, Small Business Administration, Commercial Real Estate, and Construction.

Noe earned a Bachelor of Science in Finance from San Jose State University and an MBA in Finance from Golden Gate University, where he graduated with high honors. He is also a graduate of the Pacific Coast Banking School at the University of Washington. Noe is actively involved in the community and currently serves on the board of a local nonprofit organization focused on addressing food insecurity.
